
Consultative Council
The
World Spiritual Forum endeavors to work side by side with
movements, institutions, organizations, groups and persons
seeking to establish a culture of peace in the world, respecting
diversity whether religious, cultural, ethnical or linguistic,
among others, as well as promoting projects and action that
are in agreement with the principles and objectives of the
FORUM. Therefore the organizers of this first World Spiritual
Forum understand that, in order to promote greater participation
and action, while simultaneously creating the basis for
real interaction among the FORUM participants, a Consultative
Council must be created where all said participants will
nominate their respective representatives.
As
the World Spiritual Forum is not coming out as an institution
or organization of power it considers its main attribution
to suggest, comment or deliberate specifically about proposals
or action that, being in agreement with the principles and
objectives of the FORUM, be put forward by the Organizational
and Executive Committee. This can be accomplished at any
time, or during any event, by the participating organizations
and institutions and the FORUM, giving them support, will
actively contribute toward the success of said actions and
will, as well, offer suggestions concerning the planning
of the event.
Thus
the FORUM organizers, having in mind a better understanding
of the setting up and functioning of this Consultative Council
establish, below, its operational guidelines.
THE WORLD SPIRITUAL FORUM CONSULTATIVE
COUNCIL GUIDELINES
Fundamental Principles
1st – The World Spiritual Forum Organizational
and Executive Committee establishes the Consultative Council
of the World Spiritual Forum that as the FORUM is thus international.
Function and Attributions of the
Consultative Council
2nd – Basically the Consultative
Council of the World Spiritual Forum will act, as its name
suggests, as a consultant, supporting the Organizational
and Executive Committee, and based upon the principles and
objectives of the FORUM, it will suggest, propose, comment
or deliberate about themes restricted to the following spheres:
I – act as an instrument offering
cooperation to networks, institutions, movements, religious
groups and persons acting towards the establishment of a
culture of peace, respecting diversity, whether religious,
ethnical, cultural, social and linguistic, provided they
are in agreement with the principles and objectives of the
FORUM.
II – offer assistance in the writing
of the text "Charter of Brasília" a document
that will be worked upon during each yearly realization
of the FORUM;
III – render assistance to the Organizational
and Executive Committee on questions that have to do with
action in agreement with the FORUM principles and objectives,
always contributing to the promotion and support of actions
that may be presented by the FORUM coordinators at any time
or by the FORUM participants during each realization of
the FORUM.
IV – contribute with suggestions,
addressed to the Organizational and Executive Committee,
concerning the program adopted;
V – contribute with making publicly
known the FORUM, and the FORUM proposals and activities,
making use of the means and mechanisms rightly used by the
institutions, organizations, movements and religious groups
in the best way, manner and periodicity possible;
VI – cooperate with the Organizational
and Executive Committee towards joint action that may result
in the realization of local and regional forums, or forums
abroad, thus expanding the FORUM effective action;
3rd – This Consultative Council,
being a consultancy, may deliberate upon themes it may be
called to advise about, however it will not be able to exercise
the power of vetoing, concerning the FORUM guidelines. These
guidelines will be the responsibility of the FORUM organizers
represented by the Organizational and Executive Committee.
4th – As to the Consultative Council
responsibilities, concerning its counsel and suggestions,
as described in the 2 nd entry in these guidelines, it is
hereby established that, although each participant, whether
a FORUM supporter or partner, has the right to one vote,
a consensus will be sought on each theme discussed;
5th – If, however, the Consultative
Council is unable to reach a consensus on a given theme,
it may opt for a voting session where each participating
organization, institution, movement or religious group will
have the right to one vote yet, a majority of two thirds
agreeing upon a decision, their vote as a whole will prevail.
6th – Beginning with this first FORUM,
the Organizational and Executive Committee may promote a
meeting every four months, with the Consultative Council
representatives, where questions concerning the FORUM will
be discussed according to the Council's responsibilities.
7th – Will be members of the Consultative
Council representatives of the organizations, institutions,
movements, networks, religious groups and members of societies
and traditions invited to participate in the FORUM and that
formally and officially declare their support of the FORUM
objectives and proposals. They will thus become partners
and supporters of the same and must address a written communication
to the Organizational and Executive Committee stating their
intention and nominating their representative having the
prerogative of changing representatives whenever they so
deem best.
8th – The Consultative Council will
not demand a minimum or maximum number of participants and
its composition will depend on the interest of the institutions,
organizations, movements and religious groups which will
nominate their respective representatives.
9th – The nomination, on the part
of the FORUM partners and supporters, of representatives
to make up the Consultative Council of the World Spiritual
Forum is by no means mandatory, neither their permanence
in the post;
10th – The First World Spiritual
Forum counts, even previous to its inauguration, with the
support of domestic and international organizations. Therefore,
representatives of those being nominated for the Consultative
Council, deem necessary that a mechanism be established
guaranteeing them the same rights as of those present at
the event, who may benefit from the guidelines stated in
the 2 nd and 5th entries.
11th – The Consultative Council will
draw international interest due to the fact that the FORUM
counts with international support, and has the world in
view, therefore its actions will also have global character
and scope.
12th – It must be considered the
possibility that, with the unfolding of the sharing of experiences
during the World Spiritual Forum, the Consultative Council
attributions may be expanded, being desirable changes or
modifications presented by the Organizational and Executive
Committee.
13th – The World Spiritual Forum
being amplified with the creation of local and regional
forums or forums in other countries, there may occur, with
the agreement of the FORUM organizers, the establishment
of other Consultative Councils, obeying the FORUM principles
and guidelines, and those of this original Council, with
the nomination of a representative to integrate a Global
Consultative Council.
14th – The duration of the FORUM
Consultative Council is limitless.
15th – The FORUM Organizational and
Executive Committee may, at any time, subtract or add to
these guidelines, as well as accept its supporters' and
partners' suggestions to subtract or add to the same. In
any case it will be quite amply made known.
